2008 HILLTOP SPEEDWAY
GENERAL RULES and REGULATIONS
It is the responsibility of all drivers, car owners, & CREWS to know the rules.
New for 2008 are Delaware Restarts for all classes.
FINANCIAL RESPONSIBILITY
Participants of Hilltop Speedway are not employees of Hilltop Speedway and are independent contractors and shall assume and take responsibility
for all charges, premiums, and taxes, if any; payable on funds they receive
for their participation in any event at Hilltop Speedway.
REGISTRATION AND DRIVERS PACKET
All drivers must fill out and sign a drivers registration form and have it turned into the pit office for drivers ID card before you can participate in any event.
This is a once a season requirement.
SIGN-IN
No driver or crew member may enter the pits or race until he or she has
personally signed all releases, registrations and entry forms.
No person will be permitted at any time to sign the release sheet
for anyone other than him / herself.
CAR ENTRY
There will be no entry fee for regular shows in 2008.
An entry fee may be required for special events.
One pit pass entitles one driver to compete with one car in one division. To race an additional car an arm band must be purchased for that car.
PILL DRAW
All drivers must pull their own pills during the time of check in at the pit office.
AGE LIMIT
Any driver less than 18 years of age MUST have a minor’s release signed by a parent or legal guardian and must be notarized unless signed in front of Hilltop Speedway personnel.
All signatures must be WITNESSED.
PIT REGULATIONS
AGE
All persons must be able to print and sign his or her own name on the required waiver to enter the pit area.
Those underage entrants under 18 must have a signed parental release.
DRUGS AND ALCOHOL
Absolutely no drugs are permitted on Hilltop Speedway Premises.
Hilltop Speedway reserves the right to remove you from Hilltop Speedway at anytime. You are responsible for your actions.
Any driver found drinking alcohol prior to the show, during the show or
prior to their appearance, will be banned from racing at Hilltop Speedway for 1 year.
Drinking and driving will NOT be tolerated.
Racing while under the influence of alcohol or drugs is strictly prohibited
and is subject to prosecution under Ohio law.
PETS
No pets allowed in the pit area.
DUMPING Anyone caught dumping, or if it can be proven that they have dumped, anything that is environmentally unsafe, such as oil, will be barred for ONE year, will incur a fine of $500, will lose all winnings and points for the season and will be responsible for the cost of any environmental clean-up.
OPEN FLAMES
No open fires or open flame grills allowed in the entire pit area as per the Ohio State Fire Marshall.
REFUSAL RIGHTS
The promoter or their duly authorized representatives may refuse to accept entry of any car, driver, or spectator.
DRIVER RESPONSIBILITY FOR CREW
At all events, the driver must assume responsibility for the actions
of his / her pit crew in every respect.
The driver or owner shall be the sole spokesperson for his / her car.
ANY fighting on Hilltop Speedway owned or leased property will result in suspension and possible legal action including fines or imprisonment.
PROFESSIONAL CONDUCT
No participant shall subject any official to abusive or improper language / actions at any time.
Drivers and owners will conduct themselves as professionals. A car, driver or car owner can be disqualified at any time.
Driver misconduct will result in a $500.00 fine regardless of who is at fault. Driver and car will not race until fines are paid.
Owners/drivers are responsible for crew’s actions.
Speeding in pits will not be tolerated.
NEW DRIVERS
New drivers may be required to start at the rear of an event for at least 3 races,
unless race officials and owners of Hilltop Speedway agree that he / she is ready to drive as a regular participant.
If you are new to a division, but have raced other divisions, you may have to start at the rear for at least 1 race or until it is agreed upon by race officials and the owners of Hilltop Speedway that you are ready to drive as a regular participant.
DIMENSIONAL PROTESTS
Any visual car dimension protest must be made at the drivers meeting prior to the start of the event.
AFTER RACE PROTESTS
Any after-race protest, which shall only pertain to misconduct of any participant
or any crew member during the race, or to any discrepancy in scoring,
shall be made within ten (10) minutes after the finish is called or posted for that particular race.
Ten minutes arbitration time is allotted for protest.
Parties that may be present are limited to driver, one car owner, and Hilltop Speedway officials.
The presence of any other person shall void and cancel the protest.
WINNINGS
Winnings must be picked up at the pit office on race day or they may be forfeited.
The driver must present his/her driver’s card to receive the winnings.
There are no exceptions.
Please pick up your winnings promptly.
TIME LIMITS
Allotted times for races are as follows;
10 minutes for heats, 20 minutes for B mains and 40 minutes for the A-Main.
If a feature being run is taking too long to run, or has a problem, laps may be cut from certain races at the promoter’s discretion.
CAR RULES FOR ALL DIVISIONS
CONDITION AND APPEARANCE
All cars must be in good operational condition, presentable in appearance and in general safe condition.
All race cars are subject to judgment of the inspection officials.
No wings or tunnels of any type permitted under the car.
NUMBER APPEARANCE
Car numbers must be a minimum of 18” high on the car doors and roof.
Do not use reflective colors.
Do not spray paint numbers on.
Duplicate numbers are permitted, but track officials are not responsible for scoring errors due to duplicate numbers.
Drivers are responsible for making sure
that the numbers are legible for score keeping.
DRIVER SAFETY
All drivers must wear an approved fire suit that is in good condition,
an approved full-face helmet, racing approved fire gloves and shoes.
A fully charged and easily accessible fire extinguisher is required.
BELTS
All cars must have a safety belt harness consisting of a lap belt, two shoulder belts and crotch strap.
Belts and crotch strap must be in a safe and acceptable racing condition NOT to exceed three (3) years manufacture date.
BRAKES
Four-wheel operating brakes are mandatory.
ROLL BARS
4-point roll bars are mandatory for all races in all divisions.
NOTE
Any car, which is determined to be unsafe, for any reason,
by Track Officials, will not be allowed to participate in any event at Hilltop Speedway until modifications are made.
MUFFLERS
Mufflers are required on all cars - 100 decibels maximum.
ELECTRONICS
No radios or other communication devices are permitted at this time. No “in-cockpit driver controlled” electronic devices of any kind permitted.
No computer controlled devices of any kind permitted.
PASSENGERS
No one shall be allowed to ride on or in the car as a passenger on the track or in the pits, at any time.
HOT LAPS
Hot laps begin at approximately 6:30pm, unless otherwise stated.
There will be one set of hot laps for everyone, provided that you are there for your time to hot lap. No one will be allowed more than one set of hot laps unless first determined by the promoter.
The number of laps per session will be determined by the amount of time, and the number of cars allotted. Hot laps will be shortened or cancelled at the discretion of the promoter.
LINE UPS & DRAW
All drivers must draw their own pills at the time of check in at the pit shack for heat race.
Pill draws will stop (approximately 6:30pm) before warm-ups begin.
If you arrive after this you will be added to the rear of a heat race.
Track personnel will supervise the pill draw.
The number of cars entered in that division will determine the number of heat races.
To qualify for the A-Main you must qualify through your heat races or B-Mains.
The number of cars entered in that division will determine the number of cars qualifying for the A-Main through their heat races (maximum of 18 cars per class).
The owner / promoter reserves the right to change any and all rules it deems necessary for fair and safe competition.
TRACK PROCEDURES
DELAWARE RESTARTS / ALL CLASSES
Delaware Style Double File Restarts will be utilized in qualifying heats
and in the features unless track conditions dictate otherwise.
The pole position driver does not have the option to start on either the inside or the outside of the front row either for heat races,
last chance races, or the feature.
He must start in the number one position on the grid.
Only the following (second place) car has the option to choose the inside or outside lane.
The use and / or discontinuation of the restart format is
at the sole discretion of the Race Director.
PUSH-OFF
You are allowed only one push off per race.
If you require a second push off you go to the tail.
After drivers have been called to line up for the feature everyone
must be in line for push off by the time the first car gets pushed off.
JUDGMENT CALLS
Corner or On Track Officials, Scorers, and Flag men will make all on track racing Judgment Calls. Final decision is to be made by the Head Flag man ONLY.
All judgment calls are discussed via radio conversation
with observing officials before any call is made.
Any stopping on the track to dispute calls will result in a black flag,
and driver will be asked to leave the track.
Any car or cars that cause the yellow flag to come out are sent to tail,
everyone else gets their positions back and subject to the judgment call.
RED FLAG
On a red Flag, if you go to the pits you will not be allowed to return to racing action.
If any tire is changed on red you go to the tail.
You must not hold up the restart or you will be moved to the tail.
YELLOW FLAG
Once you have been shoved off you cannot delay the start.
If you do, you must go to the tail.
During yellow, no working on the car on the track is allowed at any time
- subject to disqualification -
and no crew members are allowed to return after lap has been scored.
If you run over debris on the track and it becomes hooked to your car
and officials consider it dangerous you will be stopped and given back your spot.
No other work allowed on car other than fixing debris.
If a you bring out 2 yellows you will be disqualified.
During the A-Mains, 3 yellows / reds will be tolerated.
A 2 lap courtesy will be given to change a flat during a yellow flag instance.
All flat tires must be changed in the designated area determined by management.
All drivers should familiarize themselves with the approved area.
YELLOW OR RED FLAG SITUATIONS
If you spin another car out by contact you will go to the tail.
The car you spun out will get their position back.
If a car starts to spin out and does not come to a stop but you do
in an attempt to avoid making contact and the yellow or red comes out,
you will go to the tail.
All other cars get their position back.
GREEN FLAG
The green flag constitutes the start of a race and no alternates will be added.
You must take the green in the heat to receive your line-up in the B or A-Mains.
PASSING FLAG
Blue with a yellow diagonal stripe will be waved to the driver or drivers
who are about to be passed by the leaders.
Continue to race, the leaders have to find a way around you.
Please show courtesy and professionalism as that courtesy will also be shown to you.
If the lead car spins out a lapped car, the leader will go to the tail
and you will receive your position back.
If you are called for cutting the leaders off, you will be put to the tail
and the leader will get his position back.
It will be a judgment call and the three spin rule may also be enforced.
BLACK FLAG
If the Black flag is pointed at you, be warned that the flag person has a good reason to do so.
If the black flag is waved at you, you are disqualified from that race.
Do not stop on the track and argue.
If you do, management will take appropriate actions,
i.e. suspensions from racing, fines, forfeiture of your winnings.
You will get the black flag when :
CONSISTENT BUMPING
If a corner man or flag man say you are bumping too much
you will get the black flag.
ROUGH DRIVING
Driving recklessly, spinning cars out, and knocking other cars out
you will get the black flag.
UNSECURED PARTS
If you have parts loose or dragging and deemed unsafe,
we will throw the yellow flag and attempt to remove the the part.
You must then restart on the tail.
If we cannot quickly remove the offending part you will get the black flag.
RACE STARTS
Coming out of the fourth corner, on the following starts and restarts
it will be between the initial starting point and the flag stand.
The green flag starts the race, NOT the inside pole car.
The inside pole car brings the field to the starting point at a moderate pace,
once he reaches the the starting point you may accelerate.
LINING UP FOR RESTARTS
A complete lap is considered completed when all cars
still in competition cross the start / finish line.
Form a single line, nose to tail and do not race.
Officials will correct the lineup when they receive it from the scorers.
Remember that scorers go back to the last lap completed.
You cannot come out of the pits if one-lap signal has been given.
You will be black flagged if you do come out.
JUMPING ON STARTS AND RESTARTS
It is considered a jump start if the pole sitters get on the throttle before the starting point.
The leader or leaders will bring the field to a designated spot (pylon, white line, etc.)
on the track at a moderate pace (nose to tail).
When this spot is reached the leader or leaders must accelerate.
The remainder of the field must do so also.
Failing to obey restart rules will result in a two-position penalty for every jumped car.
In other words, IF YOU JUMP THE START, you will be penalized 2 spots.
If you do not comply with the penalty, you will be black flagged and disqualified from that race
. If leaders cannot start race properly they will be penalized two spots.
LIGHTS
Will be out when we are ready to start the race.
You will get a green flag every time.
If we do not like the start you will get a yellow flag on the backstretch
and the yellow lights will come on, stay in your proper position for another try.
If you are caught jump starting you will be penalized two positions.
IF THERE IS AN ACCIDENT
On the start or restart of the race between turn four and the flag stand
it will be a complete restart with all drivers getting their spot back.
If an accident happens past the flag stand the driver causing the accident goes to the tail and everyone else gets their position back where the judge or scorers sees it.
A COMPLETE LAP
Will be scored when the leader plus one car passes the flag stand
FLAT TIRE
The tire change area is to be determined.
For all divisions, you may change a flat tire within a reasonable time period
and restart on the rear, but we will not wait for anyone.
This is applicable in A-Mains only.
If you drive in an unsafe manner in the pits you will not be allowed back on the track.
FUEL STOP
When a fuel stop is called, stop at the designated area to add fuel.
No other work will be allowed on the car except adjusting air pressure in tires.
You will be disqualified if any other work is done.
When refueling, only two persons (plus the driver) will be allowed.
LAPPED CARS
Hold their line in all races all the way around the track.
If you run high stay high - if you are running low stay low.
SWITCHING CARS
If driver does not make the race in his / her own car,
he can start the race in a qualified car but must start from the tail.
During the race no switching of cars will be allowed.
If you qualify more than one car in one event, you automatically scratch your first time.
You must inform one of the officials if you are switching cars.
Failure to advise track officials of a car or driver change
may result in forfeiture of all points and / or winnings for that night.
STOPPING ON TRACK
Any drivers stopping on the track to protest will be disqualified.
PASSING THE PACE CAR
Passing the pace car will result in a $50.00 fine when applicable.
TECH INSPECTIONS
TOP 3 in the A Main’s - You must drive directly to the designated inspection area without stopping.
NO EXCEPTIONS.
Failure to do so will disqualify you from the race and all potential points and winnings.
It is the drivers responsibility not to forget and know where the tech area is located,
if you go to your pit area before being inspected you will be disqualified whether you stop or not.

Hilltop Speedway reserves the right to change and/or alter rules and procedures at any time.
Any variation from these rules will be done in the interest of safety and fair competition.
The rules and/or regulations set forth herein do not express or imply warranty of safety,
from publication of, or, compliance with these rules and/or regulations.
They are intended as a guide for the conduct of the Hilltop Speedway events
and are in no way a guarantee against injury to participants.
These rules and/or regulations will apply to all Hilltop Speedway racing events.
Designated officials of Hilltop Speedway have full authority over racing events.
In the event of any on track dispute the Head Flag man’s decision will be final.
Decisions of Hilltop Speedway officials and promoters pertaining to
the interpretation of rules that affect race procedures, and scoring of positions shall be final.
HILLTOP SPEEDWAY RESERVES THE RIGHT to change or modify any rule
necessary for fair and reasonable competition.
All information is general and correct as possible. On occasion situations may arise that are not precisely covered in these rules.
